Before the second session of the Fifth People's Congress of Guangxi Zhuang Autonomous Region, the people's Congress has not established a permanent body, and its functions are exercised by the people's government or people's committee of the autonomous region when the people's Congress is not in session. On July 1, 1979, the Second session of the Fifth National People's Congress adopted the Resolution on Amending Certain Provisions
Law of the People's Republic of China on the Organization of Local People's Congresses and Local People's Governments at Various Levels
Local people's congresses at or above the county level shall establish standing committees. Accordingly, the second session of the Fifth People's Congress of the Guangxi Zhuang Autonomous Region, held in December 1979, decided to establish the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region, as a permanent organ of the people's Congress of the autonomous region, to exercise the functions and powers of local organs of state power when the people's Congress of the autonomous region is not in session. This is an important measure to strengthen the construction of the autonomous region's political power, but also an important development of the people's congress system. As a result of the establishment of the Standing Committee, the various functions and powers granted by the Constitution and laws to local organs of state power are vested in the autonomous region when the people's Congress of the autonomous region is not in session
People's congress
The Standing committees exercise their power in accordance with the law, which greatly strengthens the power of local organs of state power. Since then, the People's Congress of the autonomous region has entered a new stage of development. After the establishment of the Standing Committee of the People's Congress of the Autonomous region, it exercises the functions and powers conferred by the Constitution and laws in accordance with the law, actively and effectively carries out the work of legislation, decisions on major matters, supervision, appointment and removal of personnel, etc., which contributes to the promotion of socialist democracy, the improvement of socialist legal system, and the promotion of material civilization and peace in Guangxi
Construction of spiritual civilization
It has played the role of local organs of state power. By January 2006, the People's Congress of the autonomous Region had elected a total of six standing committees of the People's Congress, of which the Standing Committee of the Fifth People's Congress of the autonomous Region was elected at the second meeting of the Fifth People's Congress of the Autonomous Region in December 1979.
In April 1983, the first meeting of the Sixth People's Congress of the Autonomous Region elected the Standing Committee of the Sixth People's Congress of the autonomous Region.
In January 1988, the first meeting of the Seventh People's Congress of the Autonomous Region elected the Standing Committee of the Seventh People's Congress of the autonomous Region.
In January 1993, the first meeting of the Eighth People's Congress of the Autonomous Region elected the Standing Committee of the Eighth People's Congress of the autonomous Region.
In January 1998, the first meeting of the Ninth People's Congress of the Autonomous Region elected the Standing Committee of the Ninth People's Congress of the autonomous Region.
In January 2003, the first session of the Tenth People's Congress of the Autonomous Region elected the Standing Committee of the Tenth People's Congress of the autonomous Region.
In January 2008, the first session of the 11th People's Congress of the Autonomous Region elected the Standing Committee of the 11th People's Congress of the autonomous Region.
In January 2013, the first session of the 12th People's Congress of the Autonomous Region elected the Standing Committee of the 12th People's Congress of the autonomous Region.

In January 2024, the seventh meeting of the Standing Committee of the 14th People's Congress of Guangxi Zhuang Autonomous Region decided to change the name of the Election Liaison Committee of the Standing Committee of the Autonomous Region's People's Congress to the Deputy Working Committee of the Standing Committee of the Autonomous Region's People's Congress.
