This gives the illusion of packet loss, but in fact no packet is lost. To confirm whether the packet loss you see is due to service provider restrictions, you can look at the subsequent one-hop routing nodes. If the jump shows a 0% loss, then you can be sure that it is an ICMP limit and that no packets are actually lost. Look at the following example: In this case, packet loss from the first to the second hop may be caused by ICMP restrictions on the second hop route.
