. A city is considered a "major city" in Japan when it has a population of more than 500,000 (although most of the designated cities are actually cities with a population of more than 1 million) and is of high economic and industrial importance.

After Kumamoto became a designated city by decree, it will have the same autonomy as prefectural offices in urban planning and education policies. According to a survey conducted by Kumamoto Chamber of Commerce and Industry, 55.6 percent of respondents said that upgrading to a designated city by government decree will effectively promote local economic development. In the future, Kumamoto City can effectively exercise its autonomy in formulating industrial revitalization policies, which will help promote regional investment and revitalization of regional industries. Kumamoto Mayor Masashi Koyama said that it will be effectively used
