The supreme leading organ of the Party is the National Congress of the Party and the Central Committee arising from it. When the National Congress is not in session, the Central Committee implements the resolutions of the National Congress, directs all Party work and represents the Communist Party of China externally.

It is the brain and center of the Party's organizational system and guides the direction, seeks the overall situation, formulates policies, and promotes reform in advancing the cause of socialism with Chinese characteristics. On major principles and policies involving the whole Party and the whole country, only the CPC Central Committee has the power to make decisions and interpret them. When the National Congress of the Party is not in session, the Central Committee implements the resolutions of the National Congress and exercises the following functions and powers:
(1) To convene the National Congress and decide on the number of deputies to the National Congress and the method for electing them; To discuss the reports of the Central Committee to the National Congress, the reports of the Central Commission for Discipline Inspection to the National Congress, and amendments to the Party Constitution, and decide to submit them to the National Congress for examination and deliberation. To decide, when necessary, to convene national Party congresses and decide on the number of deputies to the national congresses and the method for their election.
(2) The election of the central leading body and the General Secretary of the Central Committee is adopted

(6) To decide on replacing members of the Central Committee; To decide or ratify the punishment of removing a member or alternate member of the Central Committee from his or her post in the Party, placing him or her on probation in the Party, or expulting him or her from the Party.
(7) To discuss and decide on other major issues and matters related to the Party's governance of the country and its governance.

Between sessions, the functions and powers of the Central Committee shall be exercised by the Political Bureau of the Central Committee and its Standing Committee.

Each term of office is five years. If the National Congress is held earlier or later, the term of office of the Central Committee shall be changed accordingly.
The number of members and alternate members of the Central Committee of the Communist Party of China shall be determined by the National Congress.

The candidates should concentrate the Party's ruling backbone and outstanding representatives from all regions, departments, fronts, and industries. They should be politically firm, of good quality, with balanced distribution and reasonable structure, and be able to shoulder the historical responsibility of running the Party, the country, and the army and advancing the cause of socialism with Chinese characteristics in a new era.
The vacancy of a member of the Central Committee shall be filled by an alternate member of the Central Committee according to the number of votes received.
