Chinese People's Political Consultative Conference
The Chinese People's Political Consultative Conference is a united front organization under the leadership of the CPC. The preparatory meeting was held in Peiping in June 1949. In September of the same year, the first Plenary session was held to assume the functions and powers of the National People's Congress, formulate the Common Program of the Chinese People's Political Consultative Conference, the Organization Law of the Chinese People's Political Consultative Conference, and the Organization Law of the Central People's Government of the People's Republic of China, elect the Committee of the Central People's Government, and declare the founding of the People's Republic of China. After the first session of the First National People's Congress was held in September 1954, the Chinese People's Political Consultative Conference ceased to exercise the functions and powers of the National People's Congress, but it remained an organization of the Chinese people's democratic United Front and continued to play its important role in China's political life.

Since the founding of New China, the CPPCC has made positive contributions to the recovery and development of the national economy, the consolidation of the new people's power, the completion of the socialist revolution, the establishment of the basic socialist system, and the promotion of socialist construction. Since the convening of the National People's Congress in 1954, the CPPCC has continued to carry out effective work in the political and social life of the country. The Third Plenary Session of the 11th CPC Central Committee was held in 1978, ushering in a new period of development for the CPPCC.
From the perspective of the overall development of the cause of the Party and the country, we will review the glorious history of the CPPCC over the past 70 years, speak highly of the important contributions made by the CPPCC in the founding of the People's Republic of China and the various historical periods of socialist revolution, construction, and reform, and comprehensively summarize the series of new requirements put forward for the work of the CPPCC since the 18th CPC National Congress. It elaborated on the mission, tasks, overall requirements, and priorities of the CPPCC's work in the new era, further pointing out the direction and providing fundamental guidelines for the development of the CPPCC's cause in the new era. We issued a series of important documents, including the Opinions of the CPC Central Committee on Strengthening and Improving the Work of the CPPCC in the New Era and the Implementation Opinions on Strengthening the Construction of Consultative Democracy in the CPPCC, the Opinions on Strengthening and Improving the Democratic Supervision Work of the CPPCC, and the Opinions on Strengthening the Party Building Work of the CPPCC in the New Era. This has provided a strong institutional guarantee for the development of the CPPCC in the new era. We will closely promote the overall plan of the "Five-in-One plan" and the "four-pronged Comprehensive" strategy in a coordinated manner. We will continue to work in both directions to promote democracy, enhance unity and coordination, contribute advice, administration and government, and build consensus. We will vigorously promote theoretical, institutional, and work innovation in the CPPCC, and organize all participating units and CPPCC members to actively participate in the great practice of realizing the Party's historical mission in the new era. We focused on central tasks through in-depth consultation and deliberation, pooled good ideas to optimize decision-making, and pooled consensus to facilitate the implementation of decision-making, making important contributions to realizing the "Two centenary goals", comprehensively building a modern socialist country, and realizing the Chinese Dream of great national renewal.

National Committee of the Chinese People's Political Consultative Conference
The relation to the local committee and the relation between the local committee and the lower local committee is the guiding relation. The National Committee of the Chinese People's Political Consultative Conference (CPPCC) shall strengthen its contacts with the local committees, communicate with them, exchange experience, give guidance to their work, and study issues of common interest to the local committees.
The term of office of the National Committee of the Chinese People's Political Consultative Conference is five years. In exceptional cases, the term of office may be extended by a majority vote of more than two-thirds of all the members of the Standing Committee. The National Committee of the Chinese People's Political Consultative Conference has a Standing Committee to preside over its affairs. The Standing Committee is composed of the Chairman, Vice-chairmen, Secretary-General and standing members of the National Committee. The Chairman of the National Committee of the Chinese People's Political Consultative Conference presides over the work of the Standing Committee; the Vice Chairman and the Secretary-General assist the Chairman in his work. The Chairman, the Vice-Chairmen and the Secretary-General form the Chairman's Conference, which deals with the important daily work of the Standing Committee. A province, autonomous region or municipality directly under the Central Government has established a committee of the Chinese People's Political Consultative Conference; In autonomous prefectures, cities divided into districts, counties, autonomous counties, cities not divided into districts, and municipal districts, where conditions permit, local committees of the Chinese People's Political Consultative Conference may be established in their respective localities. The composition of the local committees of the Chinese People's Political Consultative Conference shall be decided on the basis of the local conditions and with reference to the composition of the national committees. Local committees of provinces, autonomous regions and municipalities directly under the Central Government shall establish general offices, and the establishment of special committees and other working bodies shall be decided by their standing committees in light of the actual local conditions and work needs. The establishment of the working organs of the local committees of autonomous prefectures, cities divided into districts, counties, autonomous counties, cities not divided into districts and municipal districts shall be decided by the Standing committees in accordance with the actual local conditions and work needs.
The composition of sectors is a prominent feature of the CPPCC organization. The National Committee of the Chinese People's Political Consultative Conference is composed of representatives of the Communist Party of China, the democratic parties, personages without Party affiliation, people's organizations, ethnic minorities and all walks of life, as well as representatives of compatriots in the Hong Kong Special Administrative Region, the Macao Special Administrative Region, Taiwan compatriots and returned overseas Chinese, as well as persons specially invited. With economic and social development and changes in the internal structure of the United Front, the setting of CPPCC sectors has been constantly adjusted and improved, and the representation of sectors has been continuously enhanced. The CPPCC members are the main body of the CPPCC's work. Members of the National Committee of the Chinese People's Political Consultative Conference shall be decided by the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference through consultation after going through relevant procedures. After going through relevant procedures, the members of the local committee shall be decided by the standing committee of the local committee at all levels through consultation. Members of the National Committee and local committees of the Chinese People's Political Consultative Conference should love the motherland, support the leadership of the Communist Party of China and the cause of socialism, safeguard ethnic unity and national unity, abide by the Constitution and laws of the state, keep state secrets, be honest and self-disciplined, be representative in their respective fields, and have the ability to influence society and participate in the deliberation and administration of state affairs. The right to vote, vote and stand for election at CPPCC sessions; The right to put forward opinions, criticisms and suggestions on the work of the CPPCC; They have the right to fully express their opinions and participate in the discussion of major state policies and major local affairs through CPPCC meetings and organizations.
CPPCC members, as representatives of all political parties and organizations and of all ethnic groups and sectors of society, shall earnestly perform their duties and obligations in accordance with the Constitution of the CPPCC. We will strengthen our political responsibility, fulfill the requirements of "understanding the CPPCC, conducting consultations, discussing politics well, observing discipline, upholding rules, and emphasizing conduct," enhance our ability to perform our duties, and exercise moral integrity. We will not only be good participants, practitioners, and promoters of the CPPCC system, but also actively participate in meetings and activities organized by the CPPCC, and abide by the resolutions adopted by the CPPCC sessions. It also effectively plays the leading role in its own work, the representative role of the masses in the sector, and does a good job of contacting and serving, uniting and guiding the masses in the sector.
We will strengthen liaison among members, encourage members to go deep into sectors to listen to opinions and suggestions from the public, publicize major policies and guidelines, and assist the Party and the government in solving doubts, rationalizing emotions, resolving conflicts, and enhancing unity. We will respect and protect the democratic rights of committee members, strengthen their learning and training, perform their duties, provide services and management, strengthen discipline, and create conditions and guarantees for them to perform their duties and responsibilities.
The main functions of the National Committee and local committees of the Chinese People's Political Consultative Conference are political consultation, democratic supervision, and participation in the deliberation and administration of state affairs.
Political consultation refers to consultations on major national policies, important local measures, and important issues in economic, political, cultural, social, and ecological development before and during decision-making. The National Committee and local committees of the Chinese People's Political Consultative Conference may, at the proposal of the Communist Party of China, the Standing Committee of the People's Congress, the people's government, the democratic parties and people's organizations, hold meetings with the participation of heads of all political parties and organizations and representatives of people of all ethnic groups and all walks of life for consultation, and may also suggest that the units listed above submit relevant important issues to consultation.
Democratic supervision is the consultative supervision of the implementation of the Constitution, laws and regulations of the State, the implementation of major principles and policies, major reform measures, and important decisions and arrangements, the resolution and implementation of practical problems concerning the vital interests of the people, and the work of state organs and their staff by putting forward opinions, criticisms, and suggestions.
To participate in the deliberation and administration of state affairs is to conduct investigation and research on important issues in politics, economy, culture, social life and the ecological environment as well as issues of general concern to the people, reflect social conditions and public opinions, and conduct consultation and discussion. To submit opinions and suggestions to the Communist Party of China and state organs through research reports, proposals, suggestions or other forms.
In keeping with the new era and its new mission, the CPPCC is striving to improve political consultation, democratic oversight, and participation in the deliberation and administration of state affairs, while better building consensus. Building consensus has rich connotations. During consultations, the acceptance of the Party's proposals by all political parties, organizations, and people of all ethnic groups and sectors of society is a sign of building consensus. The Communist Party of China adopts and gathers the opinions and suggestions of the general public, which is reflected in the major policies of the Party and the state, and also builds consensus. In the United front and within the CPPCC, taking the common goal as the driving force and direction of struggle is a way to build consensus. Facing the society, to interpret the Party's principles and policies well is also to build consensus. In the course of consultations, we should increase trust and dispel doubts among the people of different sectors through effective reasoning and persuasion, thus building consensus. Using different ways to straighten out emotions, resolve contradictions and overcome extremes on different occasions is also a way to build consensus. Through effective work, the CPPCC strives to become an important front for upholding and strengthening the Party's leadership over all work, an important platform for uniting and educating representatives of all ethnic groups and all walks of life with the Party's innovative theories, and an important channel for resolving conflicts and building consensus on a common ideological and political basis.
To achieve the first Centenary Goal and move toward the second Centenary Goal, we will take strengthening ideological and political guidance and building broad consensus as the central link, adhere to the two major themes of unity and democracy, and improve political consultation, democratic oversight, and participation in the deliberation and administration of state affairs to better build consensus. Assume the political responsibility of implementing the decisions and arrangements of the CPC Central Committee and the requirements for the work of the CPPCC, pooling the wisdom and strength of Chinese people at home and abroad, and contributing to a decisive victory in completing the building of a moderately prosperous society in all respects, and then comprehensively building a great modern socialist country.
