Ten Clear
It is clear that the leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics, that the greatest strength of the system of socialism with Chinese characteristics is the leadership of the Communist Party of China, that the Communist Party of China is the highest political leadership, and that the whole Party must strengthen the "four consciousnesses", "four self-confidence", and "two safeguards"; 2) It makes clear that the overall task of upholding and developing socialism with Chinese characteristics is to realize socialist modernization and the great rejuvenation of the Chinese nation. On the basis of completing the building of a moderately prosperous society in all respects, we should take a two-step approach to build a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful by the middle of this century, and promote the great rejuvenation of the Chinese nation through Chinese-style modernization; 3) It makes clear that the principal contradiction facing Chinese society in the new era is that between unbalanced and inadequate development and the people's ever-growing needs for a better life. We must adhere to a people-centered philosophy of development, develop people's democracy throughout the process, and make more tangible progress in promoting well-rounded human development and common prosperity for all; (4) Make it clear that the overall plan for the cause of socialism with Chinese characteristics consists of five aspects: economic development, political development, cultural development, social development, and ecological progress; and that the strategic plan includes four aspects: comprehensively building a modern socialist country, comprehensively deepening reform, comprehensively governing the country according to the law, and comprehensively enforcing strict Party discipline; (5) Make it clear that the overall goal of comprehensively deepening reform is to improve and develop the system of socialism with Chinese characteristics and modernize China's system and capacity for governance; (6) Make it clear that the overall goal of comprehensively promoting the rule of law is to build a socialist rule of law system with Chinese characteristics and a socialist country under the rule of law; 7. Make it clear that we must uphold and improve the basic socialist economic system, enable the market to play a decisive role in allocating resources, better play the role of the government, grasp the new stage of development, implement the new vision of innovative, coordinated, green, open and shared development, speed up the building of a new development pattern featuring the major domestic cycle as the main body and double domestic and international cycles reinforcing each other, and promote high-quality development; Balance development and security; 8) Make it clear that the Party's goal of building a strong military in the new era is to build a people's army that listens to the Party's command, can fight and win battles, and has excellent conduct, and to build the people's army into a world-class army; 9.
