The predecessor of the National Energy Administration can be traced back to the establishment of the People's Republic of China Ministry of fuel industry .
The year 1982 Energy Commission of The State Council Established to assume the regulatory functions of the energy industry.
The year 1988 Department of Energy Established.
Department of Energy withdrawn in 1993.
In March 2008, the nuclear power regulatory agencies of the former Commission of Science, Technology and Industry for National Defense were merged to form the National Energy Administration, under the management of the National Development and Reform Commission [18] . It has 11 bureaus.
On January 28, 2010, in order to strengthen strategic decision-making and overall coordination of energy, The State Council decided to establish National energy commission .
State Electricity Regulatory Commission
The State Electricity Regulatory Commission dates back to its establishment in 1955 Ministry of Electric power Industry .
In 1988, the power management related functions were transferred to the newly established Department of Energy .
Countries in 2003 Electricity Regulatory Commission Established, began to perform the duties of electricity market regulators, a total of 9 internal institutions.
In March 2013, The State Council's Plan for Submitting Proposals for Deliberation on Institutional Reform and Functional Transformation of The State Council integrated the responsibilities of the current National Energy Administration and the State Electricity Regulatory Commission, and re-established the National Energy Administration, which was managed by the National Development and Reform Commission. No more State Electricity Regulatory Commission. [4]

(1) To be responsible for drafting drafts and rules for examination of laws and regulations on energy development and related supervision and management; to formulate and organize the implementation of energy development strategies, plans and policies; to promote energy system reform; to formulate relevant reform programs; and to coordinate major issues in energy development and reform.
(2) To organize the formulation of industrial policies and related standards for coal, oil, natural gas, electricity, new and renewable energy, as well as oil refining, coal-to-fuel and fuel ethanol. To examine, approve and examine energy fixed assets investment projects within the limits of authority prescribed by The State Council. To guide and coordinate the development of rural energy.
(3) To organize the promotion of research and development of major energy equipment and related major scientific research projects, guide the progress of energy science and technology and the introduction, digestion and innovation of complete sets of equipment, organize and coordinate relevant major demonstration projects and promote the application of new products, new technologies and new equipment.
(4) To be responsible for the administration of nuclear power; to formulate nuclear power development plans, access conditions and technical standards and organize their implementation; to put forward opinions on the layout of nuclear power plants and the review of major projects; to organize, coordinate and guide the scientific research of nuclear power plants; and to organize the emergency management of nuclear accidents in nuclear power plants.
(5) To be responsible for energy conservation and comprehensive utilization of resources in the energy industry, to participate in the study of total energy consumption control targets and proposals, to guide and supervise the work related to total energy consumption control, and to link energy production and construction with the balance between supply and demand.
(6) To be responsible for energy forecasting and early warning, releasing energy information, participating in energy operation regulation and emergency support, formulating national plans and policies for oil and natural gas reserves and implementing management, monitoring changes in domestic and foreign market supply and demand, putting forward proposals for ordering, rotation and utilization of national oil and natural gas reserves and organizing their implementation, approving or reviewing oil and natural gas reserve facilities projects according to prescribed limits of authority; To supervise and administer commercial oil and natural gas reserves.
(7) To supervise the operation of the electricity market, standardize the order of the electricity market, supervise and inspect the relevant electricity prices, formulate the prices of various electric auxiliary services, study and put forward proposals on universal electric service policies and supervise their implementation, and be responsible for the administrative law enforcement of electric power. To supervise the fair opening of oil and gas pipeline network facilities.
(8) To be responsible for the supervision and management of electric power production safety, reliability management and electric power emergency work, to formulate and organize the supervision and management of electric power operation safety, electric power construction project construction safety and project quality safety in addition to nuclear safety, and to organize the implementation of administrative licenses established according to law. To organize or participate in the investigation and handling of power production safety accidents according to law.
(9) To organize the promotion of international energy cooperation, negotiate and sign agreements with foreign energy authorities and the International Energy Organization according to the division of labor, and coordinate the development and utilization of overseas energy resources. To approve or examine major overseas investment projects in energy (coal, oil, natural gas, electricity, etc.) according to the prescribed authority.
(10) Participate in the formulation of energy-related policies on resources, finance and taxation, environmental protection and climate change, and put forward suggestions on energy price adjustment and total import and export volume.
(11) Undertake the specific work of the National Energy Commission. To be responsible for the comprehensive coordination and service guarantee of national energy development strategic decision-making, and promote the establishment and improvement of coordination and linkage mechanisms.
(12) To undertake other tasks assigned by The State Council, the National Energy Commission and the National Development and Reform Commission [3] .

The National Energy Administration has 12 internal agencies:
(1) General Department
Responsible for the daily operation of documents, meetings, secrets, archives, supervision, finance, asset management and other organs, responsible for the openness of government affairs, security and confidentiality, letters and visits, as well as the statistics, forecasting and early warning of the energy industry, responsible for the comprehensive coordination of the office of the National Energy Commission.
(ii) Division of Legal and Institutional Reform
To study major energy issues, organize the drafting of laws, regulations and regulations on energy development and related supervision and management for review, undertake the legality review of relevant normative documents, undertake the work of administrative law enforcement supervision, administrative reconsideration, administrative response, and other work related to energy system reform.
(3) Department of Development Planning
To study and put forward strategic proposals for energy development; to organize the formulation of energy development plans, annual plans and industrial policies; to participate in the study of the national work plan for total energy consumption control; to guide and supervise the work related to total energy consumption control; to undertake comprehensive energy business.
(IV) Energy Conservation and Science and Technology Equipment Division
To guide energy conservation and comprehensive utilization of resources in the energy industry, undertake work related to scientific and technological progress and equipment, organize the formulation of energy industry standards (except coal).
(5) Department of Electric Power
To formulate development plans, plans and policies related to thermal power and power grids and organize their implementation, undertake work related to power system reform, and link up the balance between power supply and demand.
(6) Department of Nuclear Power
To draw up nuclear power development plans, plans and policies and organize their implementation; to organize the emergency management of nuclear accidents at nuclear power plants.
(7) Department of Coal
To formulate and organize the implementation of development plans, plans and policies for coal exploitation, coal seam gas and coal processing into clean energy products; to undertake the work related to the reform of the coal system; to coordinate relevant parties in the development of coal seam gas, the elimination of backward coal production capacity, and the treatment and utilization of coal mine gas.
(viii) Division of Petroleum and Natural Gas (Office of the State Petroleum Reserve)
To formulate plans, plans and policies for the development of oil and gas and refining and organize their implementation; to undertake work related to the reform of the oil and gas system; to undertake the management of national oil and gas reserves; to supervise and manage commercial oil and gas reserves.
(9) Department of New and Renewable Energy.
To guide and coordinate the development of new energy, renewable energy and rural energy; to organize the formulation of new energy, water energy, biomass energy and other renewable energy development plans, plans and policies and organize their implementation.
(10) Department of Market Supervision
To organize the formulation of power market development plans and regional power market setting plans, supervise the operation of the power market, supervise transmission, supply and non-competitive power generation businesses, handle disputes in the power market, study and put forward proposals for adjusting electricity prices, supervise and inspect related electricity prices and charging standards for various auxiliary services, study and put forward proposals for universal power service policies and supervise their implementation. (11) Department of Electric Power Safety Supervision
To organize and formulate policies and measures for the supervision and management of electric power operation safety, electric power construction project construction safety and engineering quality safety in addition to nuclear safety and supervise their implementation; to undertake the supervision and management of electric power production safety, reliability management and electric power emergency work; to be responsible for the safety supervision and management of hydropower DAMS; to organize or participate in the investigation and handling of electric power production safety accidents according to law.
(XII) Division of International Cooperation
To organize and promote international exchanges and cooperation in energy, to undertake the work of negotiating and signing agreements with foreign energy authorities and the International Energy Organization according to the division of labor, to formulate strategies, plans and policies on energy opening-up, and to coordinate the development and utilization of overseas energy resources.
Party Committee (Personnel Department)
To undertake personnel management, organization establishment, team building, discipline inspection and supervision of the organs and regional energy regulatory agencies and other units directly under them, and to be responsible for the party and mass work of the organs and units directly under them in Beijing [3] .
