In March 2018, The First session of the 13th National People's Congress of the People's Republic of China We passed the decision on the institutional reform plan of The State Council and approved the establishment of the Ministry of Natural Resources of the People's Republic of China. [1-2]

(1) Perform the duties of the owners of natural resource assets such as land, minerals, forests, grasslands, wetlands, water and oceans owned by the whole people and the duties of controlling the use of all territorial space. To draft laws and regulations on natural resources and territorial space planning, surveying and mapping, polar regions, deep sea, etc., to formulate departmental rules and supervise and inspect their implementation.
(2) To be responsible for the investigation, monitoring and evaluation of natural resources. We will formulate an indicator system and statistical standards for the investigation, monitoring and evaluation of natural resources, and establish a unified and standardized system for the investigation, monitoring and evaluation of natural resources. We will carry out basic surveys and special investigations and monitoring of natural resources. (3) To be responsible for the unified identification and registration of natural resources. (4) To be responsible for the paid use of natural resource assets. Establish a statistical system for natural resource assets owned by the whole people, and be responsible for accounting for natural resource assets owned by the whole people. To compile balance sheets of natural resources owned by the whole people and draw up assessment standards. We will formulate policies on the allocation, transfer, leasing, valuation of capital contributions and land reserve of natural resource assets owned by the whole people, and rationally allocate natural resource assets owned by the whole people. To be responsible for the evaluation and management of natural resource assets, and collect the proceeds of related assets according to law.
(5) To be responsible for the rational development and utilization of natural resources. To organize the formulation of plans and strategies for the development of natural resources, the formulation and implementation of standards for the development and utilization of natural resources, the establishment of a system for the government to publicize the prices of natural resources, the evaluation of graded prices for natural resources, the evaluation and assessment of the utilization of natural resources, and the guidance for the economical and intensive utilization of natural resources. (6) Responsible for establishing the spatial planning system and supervising its implementation. We will promote the strategy and system of functional zones, organize the formulation and supervision of the implementation of the national territorial spatial plan and related special plans. We will evaluate the suitability of territorial space development, and establish a monitoring, evaluation and early warning system for the implementation of territorial space planning. Organize the drawing of control lines such as red lines for ecological protection, permanent basic farmland, and urban development boundaries, and establish a spatial layout for production, life, and ecology that saves resources and protects the environment. We will establish and improve a control system for the use of national land space, study and formulate urban and rural planning policies and supervise their implementation. To organize the formulation and implementation of annual plans for the utilization of land, ocean and other natural resources. To be responsible for the conversion of land, sea, islands and other territorial space uses. To be responsible for the administration of land expropriation and requisition.
7. Responsible for coordinating ecological restoration of China's territorial space. To take the lead in organizing the formulation of plans for ecological restoration of the territorial space and the implementation of major ecological restoration projects. Responsible for the comprehensive improvement of territorial space, land consolidation and reclamation, mining geological environment restoration and management, Marine ecology, sea coastline and island restoration. We will take the lead in establishing and implementing a compensation system for ecological protection, formulate policies and measures for the rational use of social funds for ecological restoration, and propose major alternative projects.
(8) To be responsible for organizing the implementation of the strictest cultivated land protection system. To take the lead in drafting and implementing cultivated land protection policies, and to be responsible for the quantity, quality and ecological protection of cultivated land. To organize and implement the assessment of cultivated land protection responsibility targets and special protection of permanent basic farmland. We will improve the system of balance between the appropriation and compensation of cultivated land and supervise the implementation of the system of compensation for occupied farmland.
(9) To administer the geological exploration industry and the national geological work. To draw up geological exploration plans and supervise and inspect their implementation. To administer central level geological exploration projects. To organize the implementation of major national geological and mineral exploration projects. To be responsible for the prevention and treatment of geological disasters, and to supervise and manage geological problems such as overexploitation of groundwater and land subsidence caused by it. (10) Responsible for implementing the relevant requirements of comprehensive disaster prevention and reduction planning, organizing the preparation of geological disaster prevention and control plans and protection standards and guiding their implementation. To organize, guide, coordinate and supervise the investigation and evaluation of geological disasters and the general survey, detailed investigation and investigation of hidden dangers. To organize the formulation of Marine development, deep-sea and polar strategies and supervise their implementation. To formulate plans and policies for Marine economic development, comprehensive protection and utilization of coastal zones and supervise their implementation in conjunction with relevant departments. To be responsible for the monitoring and evaluation of Marine economic operations.
(13) To be responsible for the supervision and administration of Marine development, utilization and protection. To be responsible for the administration of sea area use and island protection and utilization. To formulate plans for the protection and utilization of sea areas and islands and supervise their implementation. To be responsible for the administration of uninhabited islands, sea areas and submarine topographical names, to formulate measures for the protection and administration of special purpose islands such as territorial sea base points and to supervise their implementation. To be responsible for Marine observation, forecasting, early warning, monitoring and disaster reduction, and to participate in the emergency response to major Marine disasters.
(14) To be responsible for the management of surveying and mapping geographic information. To be responsible for basic surveying and mapping industry management. To be responsible for surveying and mapping qualification and credit management, to supervise and manage national geographic information security and market order. Promoting the development of science and technology in the field of natural resources. To formulate and implement strategies, plans and plans for scientific and technological innovation development and personnel training in the field of natural resources. (21) Transformation of functions. The Ministry of Natural Resources shall implement the requirements of the Central government on the unified exercise of the responsibilities of the owner of natural resource assets owned by the whole people, the unified exercise of all territorial space use control and ecological protection and restoration responsibilities, strengthen the top-level design, give play to the control role of territorial space planning, and provide scientific guidance for the protection and rational development and utilization of natural resources. We will further strengthen the protection and rational development and utilization of natural resources, establish and improve a working mechanism that combines protection at the source with restoration and management in the whole process, and realize overall protection, systematic restoration and comprehensive management. We will create new institutional measures that combine incentives and constraints to promote the conservation and intensive use of natural resources. We will further streamline and delegate administrative approval items to lower levels, strengthen oversight, give full play to the decisive role of the market in resource allocation, better leverage the role of the government, strengthen the binding role of natural resource management rules, standards, and systems, and make the identification, registration, and evaluation of natural resources more convenient and efficient [3] .

Internal mechanism

(1) General Office. To be responsible for the daily operation of the office. (iv) Natural Resources Survey and Monitoring Division. To formulate an indicator system and statistical standards for the investigation, monitoring and evaluation of natural resources, and establish a regular investigation, monitoring and evaluation system for natural resources. Organize and carry out national natural resource base survey, change survey, dynamic monitoring, analysis and evaluation on a regular basis. (5) The Natural Resources Identification and Registration Bureau. To formulate systems, standards and norms for the unified identification and registration of rights to all types of natural resources and real estate, ownership investigation, real estate surveying and mapping, dispute settlement, and application of results. To guide and supervise the confirmation and registration of natural resources and real estate rights throughout the country. Establish and improve the national natural resources and real estate registration information management basic platform to manage registration data. To be responsible for the special registration of key state-owned forest areas determined by The State Council, islands for sea use approved by The State Council, real estate rights confirmation, registration and issuance by central and state organs, etc.
(6) Division of Natural Resource Owners' Rights and Interests. To formulate policies for the management of natural resource assets owned by the whole people, establish a statistical system for natural resource assets owned by the whole people, and undertake the assessment and accounting of natural resource assets. To compile balance sheets of natural resources owned by the whole people and formulate relevant assessment standards. We will formulate policies on the allocation, transfer, leasing, investment and land reserve of natural resource assets owned by the whole people. To undertake the disposal of state-owned land assets of restructured enterprises submitted to The State Council for examination and approval.
(7) Department of Natural Resources Development and Utilization. To formulate and supervise the implementation of the paid use system for natural resource assets, establish trading rules and trading platforms for natural resource markets, and organize the regulation and control of natural resource markets. To be responsible for the supervision, management and dynamic monitoring of the natural resources market, and establish a credit system for the natural resources market. We will establish a system for the government to publicize the prices of natural resources, and organize the evaluation of the prices of natural resources on a graded basis. To formulate standards for the development and utilization of natural resources, carry out evaluation and assessment, and guide the economical and intensive utilization of natural resources.
(8) National Land and Spatial Planning Bureau. To formulate policies related to territorial spatial planning, undertake the work of establishing a spatial planning system and supervise its implementation. To organize the formulation of national territorial space plans and related special plans and supervise their implementation. To undertake the examination and approval of local territorial space plans submitted to The State Council for examination and approval, to guide and examine major national special plans involving the development and utilization of territorial space. (ix) Division of Territorial Space Use Control. To formulate norms and technical standards for the control system of territorial space use. To put forward annual land and ocean utilization plans and organize their implementation. To organize the formulation of policies for the conversion of land use such as cultivated land, forest land, grassland, wetland, sea area and island, and guide the pre-examination of land use for construction projects. To undertake the examination and approval of the conversion of various land uses submitted to The State Council for examination and approval. To formulate and carry out urban and rural planning management and other use control policies and supervise their implementation.
(10) Department of Territorial and Spatial Ecological Restoration. To undertake research on policies for ecological restoration of territorial space, and formulate plans for ecological restoration of territorial space. It is responsible for the comprehensive improvement of territorial space, land consolidation and reclamation, restoration and management of mining geological environment, Marine ecology, and restoration of maritime and coastal zones and islands. To undertake work related to ecological protection compensation. To guide the restoration of local territorial and spatial ecosystems.
(11) Department of Cultivated Land Protection and Supervision. To formulate and implement cultivated land protection policies, organize and implement the assessment of cultivated land protection responsibility targets and special protection of permanent basic farmland, and supervise and manage the demarcation, occupation and rezoning of permanent basic farmland. To undertake the management of the balance between the appropriation and replenishment of cultivated land. To undertake the administration of land expropriation and requisition. To be responsible for the convergence of cultivated land protection policies with woodland, grassland, wetland and other land resources protection policies.
(12) Department of Geological Exploration and Management. To administer the geological exploration industry and the geological work of the country, to draw up geological exploration plans and supervise and inspect their implementation. To administer central geological exploration projects and organize the implementation of major national geological and mineral exploration projects. To undertake the prevention and treatment of geological disasters, supervise and manage geological problems such as overexploitation of groundwater and land subsidence caused by it.
(13) Department of Mining Rights Management. To formulate policies for the administration of mining rights and organize their implementation; to manage the transfer, approval and registration of mining rights of important energy sources such as oil and natural gas and metal and non-metal mineral resources. To analyze statistics and guide the examination, approval and registration of exploration and mining rights nationwide, and to mediate major disputes over ownership. (14) Department of Mineral Resources Protection and Supervision. To formulate and organize the implementation of mineral resources strategies, policies and plans, supervise and guide the rational utilization and protection of mineral resources. To undertake the review, filing, registration, statistics and information release of mineral resources reserves, the examination and approval management of laminated mineral resources, and the strategic reserve of mineral areas. (XV) Department of Marine Strategic Planning and Economics. To formulate and supervise the implementation of major strategies for Marine development, deep-sea, polar and other maritime power building. To formulate and supervise the implementation of plans for the development of the Marine economy, the comprehensive protection and utilization of coastal zones, the protection and utilization of sea areas and islands, and the integrated military-civilian development of the ocean. To promote the development of emerging Marine industries such as seawater desalination and comprehensive utilization and Marine renewable energy. (16) Department of Maritime and Island Administration. (20) Office of the State Inspector General of Natural Resources. We will improve the national natural resources supervision system and formulate relevant policies and working rules for natural resources supervision. To direct and supervise the work of inspectors assigned to inspectorate bureaus and coordinate the work of inspectors in major and cross-inspectorate areas. (XXI) Enforcement Bureau. To formulate draft regulations, rules and normative documents on the investigation and punishment of illegal cases of natural resources and guide their implementation. To undertake the management of scientific and technological achievements and information technology, carry out the construction of high-tech systems such as satellite remote sensing, and strengthen Marine science and technology capacity building.
(XXIII) Division for International Cooperation (Division for Maritime Rights). To formulate strategies, plans and organize the implementation of international cooperation in the field of natural resources. To undertake the implementation of bilateral and multilateral foreign exchanges and cooperation and international conventions, treaties and agreements, and guide the implementation of foreign-related and foreign aid projects. To take charge of the administration of foreign affairs, carry out relevant work on safeguarding maritime rights and interests, and participate in negotiations and consultations on resource exploration and development disputes, island disputes, and maritime delimitation. To direct polar, high seas and international seabed affairs. To undertake foreign-related administrative license examination and approval in the field of natural resources.
(24) Department of Finance and Application of Funds. To undertake the collection and administration of special revenues from natural resources and the administration of special funds and funds. To formulate rules and regulations on finance and asset management; to be responsible for the supervision of finance and state-owned assets of departments and subordinate units; to be responsible for departmental budgets and final accounts, government procurement, centralized payment by the Treasury and internal audit. Dispatch agency

(1) According to the authorization of the central Government, the Ministry of Natural Resources shall assign the State natural resources Inspector to the local bureaus of Beijing Bureau, Shenyang Bureau, Shanghai Bureau, Nanjing Bureau, Jinan Bureau, Guangzhou Bureau, Wuhan Bureau, Chengdu Bureau and Xi 'an Bureau to undertake the work of natural resources inspector in the regions under its jurisdiction. The nine inspectorate bureaus have 336 administrative staff and 64 director-level leadership posts (the nine inspectorate bureaus are equipped with 1 + 2 deputies, and the corresponding 37 inspectorate units are each equipped with 1 inspector commissioner).
