By hosting the Universiade, it changed the situation that the construction of sports facilities which did not adapt to the economic development of Shenzhen was lagging behind, and was quickly transformed into a place for national sports activities after the Universiade, and achieved better social benefits.
(1) Some projects were not implemented in strict accordance with the budget
The audit found that some projects were not strictly controlled in the special fund expenditure of the Universiade, there were no budget, over budget, beyond the scope and standard expenditure, and the cumulative amount was 12.7414 million yuan; Individual projects were not executed according to budget, and some did not start until after the games. For example, the "online procurement unified platform expansion" project applied for 1.3 million yuan, which was not started until December 2011; Traffic monitoring facilities cleaning and refreshing project to apply for funds of 5 million yuan, to May 2012 to bid.
As for the above problems, the audit institution shall deal with them separately according to different circumstances: ordering the adjustment of the accounts and recovering 718,300 yuan of funds; The relevant units are required to report to the financial department, and the financial department will follow up.
(2) Some projects do not implement centralized procurement as required, and their own procurement procedures are not standardized
According to the audit, there were 1,450 non-engineering procurement projects in the Universiade. The audit found that some projects violated the relevant regulations of government procurement, involving 62 projects, the amount of 11321,800 yuan, of which: the government did not carry out centralized procurement in accordance with the provisions or the procurement method was not compliant 6 projects, the amount of 3.6172 million yuan; There were 56 items that were purchased by themselves without approval or with irregular procedures, with an amount of 7.7046 million yuan.
In addition, in terms of engineering construction, part of the preliminary cost of the Universiade Center project was not bid as required, involving a total amount of 3.142,900 yuan.
For the above procurement projects in violation of the provisions of centralized procurement, the audit institution has transferred to the financial department for handling, among which: part of the early cost of the Universiade Center project did not bid according to the regulations, the financial department has been accountable to the relevant units and responsible persons, and other projects are being investigated and processed.
(3) The utilization rate of individual materials is low, and the allocation of individual sponsorship resources is unreasonable
The audit found that the utilization rate of individual materials was low, such as: 745,500 yuan of oil was purchased for sailing events, and 89,400 yuan was actually used, with a utilization rate of only 12.66%; The purchase of match bullets was 800,000 yuan, and the actual use was 462,800 yuan, with a utilization rate of 57.85%.
The audit found that the allocation of individual sponsorship resources was unreasonable, such as: Shenzhen Airlines sponsored 15 million yuan of air tickets to the Universiade, but due to the imperfect inter-departmental resource allocation mechanism, some event guarantee units did not use the sponsored air tickets, and the air tickets were separately included in the special funds for the Universiade. As of September 30, 2012, there were 3,643 million yuan of unused sponsored tickets. In addition, the phone charge card sponsored by China Telecom company was not used for 2,624,400 yuan after the game, but during the Universiade, a special Universiade communication cost of 2 million yuan was specially arranged for security guards and other Universiade special communication expenses.
For the above problems, the assets (materials) disposal team after the Universiade has adopted the audit opinion, made proper disposal respectively, and the remaining resources (materials) have been arranged for use, without causing asset losses.
(4) Some project construction management is not good, resulting in increased investment
The audit found that the original design of the steel pipe casting process of the main stadium of Dayun Center could not be realized in the construction process, and the investment increased by 20 million yuan after the adjustment of the process; Some steel hinge supports were strengthened after design review, increasing the cost of rework and idle work by 5.44 million yuan; In the implementation of fine decoration project, the economic and technical ratio of design and material selection is not sufficient, and the use of uneconomical dry mixed mortar increases the cost of about 6 million yuan compared with conventional wet mixed mortar.
For the above problems, the relevant units in accordance with the requirements of the audit institution to carefully find the cause, improve the corresponding project management system, rectification work is in progress.
(5) The settlement of some projects is not true, and the deviation rate is more than 5%.
The audit found that seven individual projects, including the lighting procurement and installation project of the test section of the Avenue of Stars, submitted for approval amounted to 48.934,700 yuan, with a total reduction of 7.217,800 yuan, a reduction rate of 14.75%;

For the above problems, the audit institution has transferred to the competent construction department for handling, and the competent construction department is investigating and handling.
(1) Conscientiously summarize experience to provide reference for better holding large-scale events and improving urban management and social construction in the future
The 26th World University Games was held to promote the host city, enhance the level of urban management and civilization, carry forward the spirit of the special zone, and enhance the international influence of Shenzhen. It is necessary to summarize the successful experience in organizing, managing and engineering construction of the current Universiade in a timely manner, find out the reasons for the deficiencies, and improve the system, which not only provides references for better holding large-scale events in the future, but also provides references for inheriting the Universiade spirit and establishing and improving the long-term mechanism of urban management and social construction.
2. Strengthen the management of funds and materials and improve the efficiency of their use
The Universiade has accumulated valuable experience in the management and use of funds and materials. It is necessary to actively promote good practices in the aspects of capital planning, material scheduling and coordination, and meticulous budget management, and constantly broaden the ideas of asset use and management. In the future budget management activities, we will strictly implement the budget management and procurement management system, truly achieve procedural compliance, complete procedures, and place constraints to ensure the effective use of financial funds.
(3) Strengthen and improve the operation and management of venues, and give full play to social and economic benefits
The Universiade has built and expanded a number of stadiums, rapidly improving the level of sports facilities in the city and providing good conditions for national fitness. The relevant departments should take into account the social and economic benefits, seriously study the post-competition operation mechanism of the venues, make overall plans for the operation and management of the venues, and fully realize the predetermined goals of the stadium construction.
