The IOC Executive Board, by postal vote of all IOC members, announced on 7 December 2011 that the second Winter Youth Olympic Games 2016 would be held in Norway

The selection process for the mascot began in February 2012 with a special contest open to anyone between the ages of 15 and 25. The organizing committee finally selected 33 candidates through this move. It is then assessed by a panel of four experts from the worlds of fashion, design, media and sports.

It is a sporty lynx wearing a costume with the logo of the Winter Olympics.

The name means "snow" in Lillehammer's region of Goodbransdal, and the proposal was submitted by Lillehammer native Lynn Ansetmoen, who was just 18 years old when she entered the competition.

To solicit designs for the back of the Lillehammer Winter Olympics MEDALS, the International Olympic Committee launched an online competition that attracted more than 300 entries of all ages from more than 65 countries. A jury, including IOC members Claudia Burkle and Angela Ruggiero, as well as past Youth Olympic ambassadors and young journalists, selected the final proposal.
the selection was announced in June 2015, and the winner was 20-year-old Romanian Burzo Ciprian, whose design was called "To the Top". On the obverse of the medal, the Olympic rings are suspended over the Scandinavian mountains and the podium (in Shiprussian's original design, the hilltop part of the pattern was made of glass to represent snow and Winter), and the embossed words "2nd Winter Youth Olympic Games" are interwoven with the straight lines. A mark made in the snow by snowboarding. The judges wrote: "We think the design is unique, ingenious and in keeping with The Times. At the same time, the design language is not too complicated."
The design on the back of the MEDALS includes the Olympic emblem and a stylised mountain, which is the main visual identity of the 2016 Lillehammer Winter Youth Olympics. The slogan of that Winter Youth Olympic Games, "Go beyond. Create tomorrow," is also inscribed on the MEDALS.
Made by Dal Mas/ Trofe, the MEDALS are made entirely of copper alloy, plated with gold, silver and copper depending on the type of medal.
