The Plenum is very similar and has a high level of decision-making power, sometimes even overruling the International Olympic Committee. With the gradual standardization of the Olympic organization, the function of the Congress has gradually become clear, no longer has the decision-making power, but has become the "three pillars" of the Olympic movement and the entire international sports community to exchange views, coordinate action and development cooperation.
Nine Olympic congresses were held between 1894 and 1930, a period known as the "decision-making period". In 1973, the International Olympic Committee resumed the Olympic Congress after a 43-year hiatus and wrote it as an institution in the International Olympic Committee.
