National congresses of political parties or groups around the world have some common organizational characteristics.
First, the national Congress is the highest organ of power. For example, the first constitution of the Communist Party of China stipulates that "the National Congress shall be the highest organ of the Party," while the constitution of the Chinese Federation of Arts and Culture stipulates that the National Congress shall be its "highest organ of power."
Second, all national congresses are governed by a system of representation, in which delegates are elected from all parts of the country to participate in the national Congress. For example

Delegates are mainly provincial and local delegations, while delegates to the Republican National Convention and the Democratic National Convention are based on state delegations.
Third, all national congresses are held on a regular basis. The National Congress of the Communist Party of China is held every five years, the National Congress of the Chinese Federation of Arts and Literature is also held every five years, and the national conventions of the two political parties in the United States are held every four years, in presidential election years.
Fourth, all national congresses publish programmatic documents.
Fifth, the national Congress must elect a permanent body. For example, the Central Committee of the Communist Party of China, the Republican National Committee of the United States, and the Democratic National Committee of the United States.
