In order to strengthen the Central Committee's centralized and unified leadership over major work affecting the overall cause of the Party and the State, The Central Leading Group for Comprehensively Deepening Reform, the Central Leading Group for Cybersecurity and Informatization, the Central Leading Group for Financial and Economic Affairs, and the Central Leading Group for Foreign Affairs were transformed into the Central Commission for Comprehensively Deepening Reform, the Central Commission for Cybersecurity and Informatization, the Central Financial and Economic Commission, and the Central Foreign Affairs Commission, respectively. Responsible for the top-level design, overall layout, overall coordination, overall promotion and supervision of major work in related fields. ^[1]

In March 2018, according to the Central Committee of the Communist Party of China, Plans to deepen reform of Party and state institutions The Office of the Central Cyberspace Affairs Commission was established. The National Computer Network and Information Security Management Center will be managed from the Ministry of Industry and Information Technology to the Office of the Central Network Security and Information Technology Commission. ^[1]

In March 2023, the Central Committee of the Communist Party of China and The State Council issued the" Plan for reforming Party and state institutions ". The Office of the Central Cyberspace Affairs Commission will be assigned to the National Data Bureau the responsibilities of studying and drafting the Digital China construction plan, coordinating and promoting the informatization of public services and social governance, coordinating and promoting the construction of smart cities, coordinating the development, utilization and sharing of important national information resources, and promoting cross-industry and cross-departmental interconnection of information resources. ^[4-5]
