On January 5, 2023, the National Emergency Management Work Conference was held in Beijing. The meeting called for strengthening the national comprehensive fire rescue team and regional emergency response force, and solidly promoting the integration and reform of fire rescue teams. On the morning of January 6, the National Fire and Rescue Bureau, which was integrated by the Fire and Rescue Bureau of the Ministry of Emergency Management and the Forest Fire and Rescue Bureau, was officially launched, which is an important milestone in China's fire and rescue cause.

". The National Fire and Rescue Bureau is the national bureau under the management of the Ministry of Emergency Management, at the vice-ministerial level. As the leading and commanding organ of the national comprehensive fire and rescue team, it is responsible for the management of the national comprehensive fire and rescue team. The responsibilities of the Fire and Rescue Bureau of the Ministry of Emergency Management and the Forest Fire and Rescue Bureau, and the responsibilities related to the education and training of the national comprehensive fire and rescue team undertaken by the Education and Training Department, are assigned to the National Fire and Rescue Bureau.

The State Fire and Rescue Bureau is responsible for implementing the guidelines, policies and decision-making arrangements of the Party Central Committee on fire and rescue work, and upholding and strengthening the centralized and unified leadership of the Party Central Committee on fire and rescue work in the process of performing its duties. The main responsibilities are:
(1) Draft laws, administrative regulations and rules on fire control, guide the preparation of fire control plans and supervise their implementation.
(2) Responsible for the construction and management of the national comprehensive fire rescue team within the scope of responsibilities. To organize the construction of a national comprehensive fire rescue team education and training system, and be responsible for the construction of fire rescue colleges and universities.
(3) Organize and guide the planning, construction, command and dispatch of local full-time and part-time fire fighting teams, and establish a joint training and rescue cooperation mechanism with professional emergency rescue teams and volunteer teams for flood control and drought relief and forest fire prevention.
(4) To organize and guide urban and rural and forest grassland fire fighting and rescue, aviation rescue, special disaster rescue, major events fire safety and other tasks, coordinate the organization of other natural disasters and accidents disaster rescue and rescue work, command and dispatch related disaster rescue operations.
(5) To exercise the functions of comprehensive supervision of fire control safety according to law, organize and guide the related work of fire prevention, fire control supervision and law enforcement, fire accident investigation and handling, and organize and guide fire control publicity and education.
(6) Complete other tasks assigned by the Party Central Committee, The State Council and the Ministry of Emergency Management.

(1) Office. Responsible for the daily operation of the organ, undertake the work of information, confidentiality, letters and visits, government affairs openness, important manuscript drafting, international cooperation and exchange, and undertake the statistical analysis of fire and other disaster rescue.
(ii) Division of Personnel, Education and Training. To be responsible for personnel, labor wages, organization establishment, retirees and other related work. To organize the construction of the national comprehensive fire rescue team education and training system, to be responsible for the construction of fire rescue colleges and universities, to formulate education and training work plans and organize their implementation. To organize and guide the regularization construction and management of the team, and to take overall charge of the standardization construction and management of the full-time fire fighting team of local governments. To organize and guide the construction of fire rescue personnel, and undertake the work related to the professional skill appraisal of firefighters.
(3) Urban and rural fire fighting and Rescue Department. To organize and guide urban and rural fire fighting and rescue work, undertake the preparation of plans, tactical research, duty preparation and operational training, drills and other work, command and dispatch urban and rural fire fighting and rescue operations. To organize and guide the planning and construction of local full-time and part-time fire fighting teams, carry out joint training and other work.
(4) Forest Grassland Fire Fighting and Aviation Rescue Department. To organize and guide forest and grassland fire fighting and aviation rescue work, undertake the preparation of plans, tactical research, duty preparation and operational training and exercises, command and dispatch forest and grassland fire fighting and aviation rescue operations. Responsible for establishing emergency linkage and coordination mechanism with local forest and grassland fire prevention teams and social aviation rescue forces.
(5) Special Disaster Relief Department. To organize and guide the emergency rescue work of natural disasters such as earthquake, geology, flood, freezing, typhoon, etc., to organize and participate in the emergency response work of nuclear, biological, chemical, explosion and other accidents and disasters, and to command and dispatch related rescue operations. Responsible for establishing joint training and rescue cooperation mechanisms with local relevant professional emergency rescue teams and volunteer teams.
(vi) Emergency Communications and Technology Division. Responsible for organizing and guiding emergency communication support work such as disaster rescue operations, fire safety protection for major events, and information technology and emergency communication construction. To undertake work related to fire science and technology, to supervise and manage the quality of fire products in the field of organization and guidance.
(7) Department of Fire Supervision. To guide the national comprehensive fire rescue team to exercise the functions of fire supervision and management according to law, organize and guide the implementation, inspection and assessment of the fire safety responsibility system, undertake the organization and guidance of fire prevention, fire supervision and law enforcement, fire accident cause investigation and fire loss statistics and other related work, responsible for major events fire safety protection. To organize and guide fire prevention publicity and education, and undertake news publicity and public opinion response.
(8) Department of Policies and Regulations. To organize research on major policies and systems, draft fire control laws, administrative regulations and rules, formulate relevant technical standards according to duties and powers, guide the preparation of fire control plans and supervise their implementation. Guide the standardized construction of law enforcement, undertake the legality review of normative documents and administrative reconsideration, administrative response and other work. To be responsible for the maintenance and testing of fire fighting facilities, fire safety assessment and other fire technical service institutions and the management of fire fighting qualifications.
(IX) Logistics Support Division. To organize and guide disaster rescue operations to carry out security work, to undertake equipment construction, supplies, supplies, transportation and delivery, occupational health, infrastructure construction and other work. To be responsible for budget and final accounts, finance and asset management. Responsible for organizing and carrying out internal audit of the team.
Organ Party Committee (Party building guidance Department, inspection work leading group office). To be responsible for the party building and discipline inspection work of organs and units directly under them in Beijing, and to lead the organization of organs and groups. To be responsible for organizing and guiding the work of party building and ideological and political construction. Undertake team internal inspection work. The Party committee of the government organ establishes the discipline inspection commission of the government organ and the units directly under it in Beijing to undertake the work related to discipline inspection and the construction of Party style and clean government.
The Political Department. To be responsible for overall party building, ideological and political construction, regularization construction and cadres, firefighters team construction. The daily work is undertaken by the Personnel and Education Training Department, the Party Committee of the organ (the Party Building Guidance Department, the Office of the inspection work leading Group).
National Fire and Rescue Service command center. Put up a sign in the emergency command center of the Ministry of Emergency Management, undertake emergency duty work, receive reports and deal with disaster information, undertake the mobilization of national comprehensive fire rescue forces according to their authority, and participate in the coordination, command and dispatch of major and unexpected disasters. The director of the command center of the National Fire and Rescue Service shall be the deputy director of the emergency Command Center of the Ministry of Emergency Management.

The State Fire and Rescue Bureau has an administrative staff of 275. It has one director, one political commissar, four deputy directors, and one director of the Political Department. The first political committee of the National Fire and Rescue Service shall be served concurrently by the main responsible comrade of the Ministry of Emergency Management, the Director of the National Fire and Rescue Service shall be served concurrently by the Deputy Minister of Emergency Management, and the Political Committee of the National Fire and Rescue Service shall be served concurrently by the director of the Political Department of the Ministry of Emergency Management.
