Ministries and commissions of the State Council
The Ministry of Agriculture and Rural Affairs of the People's Republic of China is a department under The State Council at the ministerial level.
In order to adhere to the priority development of agriculture and rural areas, coordinate the implementation of the rural revitalization strategy, promote the comprehensive upgrading of agriculture, the comprehensive progress of rural areas, the comprehensive development of farmers, and accelerate the modernization of agriculture and rural areas, the plan proposes to integrate the responsibilities of the Ministry of Agriculture and the National Development and Reform Commission, the Ministry of Finance, the Ministry of Land and Resources, and the Ministry of Water Resources related to agricultural investment project management responsibilities. The Ministry of Agriculture and Rural Affairs was established as a component department of The State Council. The fishing vessel inspection and supervision duties of the Ministry of Agriculture will be transferred to the Ministry of Transport. No more Department of Agriculture.

National Rural Revitalization Administration
Sign. No longer will there be a separate National Rural Revitalization Agency. The responsibilities of provincial, municipal and county-level rural revitalization agencies are assigned to the agricultural and rural departments at the same level. (1) To study and organize the implementation of development strategies, medium - and long-term plans, and major policies for agriculture, rural areas and farmers. To organize the drafting of agricultural and rural related laws and regulations, formulate departmental rules, and guide comprehensive agricultural law enforcement. To participate in the formulation of fiscal, taxation, pricing, collection and storage, finance and insurance, import and export policies related to agriculture.
(2) Promote the development of rural social programs, rural public services, rural culture, rural infrastructure and rural governance in a coordinated manner. To take the lead in organizing efforts to improve rural living conditions. To guide the construction of spiritual civilization and excellent farming culture in rural areas. To guide work safety in agricultural industry.
(3) To formulate policies for deepening the reform of the rural economic system and consolidating and improving the basic rural management system. To be responsible for the reform and management of land contracted by farmers and rural housing sites. To be responsible for the reform of the rural collective property rights system, to guide the development of rural collective economic organizations and the management of collective assets. To guide the construction and development of farmer cooperative economic organizations, socialized agricultural service systems, and new types of agricultural management entities.
(4) To guide the development of rural characteristic industries, agricultural product processing industries, leisure agriculture and township enterprises. Put forward suggestions to promote the circulation of bulk agricultural products, cultivate and protect agricultural brands. Publish agricultural and rural economic information, monitor and analyze agricultural and rural economic operation. To undertake work related to agricultural statistics and agricultural and rural informatization.
(5) To be responsible for the supervision and administration of various agricultural industries such as crop planting, animal husbandry, fishery, land reclamation and agricultural mechanization. To guide the production of grain and other agricultural products. To organize the construction of modern agricultural industrial systems, production systems and management systems, and guide standardized agricultural production. To be responsible for bilateral and multilateral fishery negotiations and implementation. To be responsible for the administration of ocean-going fisheries and the supervision and administration of fishery administration and fishing ports.
(6) To supervise and administer the quality and safety of agricultural products. To organize and carry out agricultural product quality and safety monitoring, traceability and risk assessment. To propose technical trade measures. To participate in the formulation of national standards for the quality and safety of agricultural products and organize their implementation in conjunction with relevant departments. To guide the construction of agricultural inspection and testing systems.
(7) To organize the division of agricultural resources. To guide the protection and management of agricultural land, fishery waters and agricultural biological species resources; to be responsible for the protection of aquatic wildlife, the quality protection of cultivated land and permanent basic farmland. To guide environmental management of agricultural production areas and agricultural cleaner production. To guide the development of facility agriculture, eco-circular agriculture, water-saving agriculture, the comprehensive development and utilization of rural renewable energy, and the development of agricultural biomass industry. Take the lead in managing alien species.
(8) To be responsible for the supervision and administration of relevant agricultural means of production and agricultural inputs. To organize the construction of a market system for agricultural means of production, formulate national standards for agricultural means of production and supervise their implementation. To formulate national standards for veterinary drug quality, veterinary drug residue limits and residue detection methods and publish them in accordance with regulations. To organize the administration of veterinary medicine, veterinary drug administration and drug testing, and be responsible for the administration of licensed veterinarians and livestock slaughtering industry.
(9) To be responsible for agricultural disaster prevention and mitigation and the prevention and control of major crop diseases and insect pests. To guide the construction of the animal and plant epidemic prevention and quarantine system; to organize and supervise the domestic animal and plant epidemic prevention and quarantine work; to announce epidemic situations and organize their eradication.
(10) To take charge of agricultural investment administration. Put forward proposals for reforming the agricultural investment and financing systems and mechanisms. To formulate plans for the construction of agricultural investment projects under the central investment arrangement, put forward proposals on the scale and direction of agricultural investment, support financial projects for agricultural and rural development, examine and approve agricultural investment projects according to the authority prescribed by The State Council, and be responsible for the arrangement, supervision and administration of funds for agricultural investment projects.
(11) Promoting the reform of agricultural science and technology systems and the construction of agricultural science and technology innovation systems. To guide the construction of agricultural industrial technology system and agricultural technology popularization system, to organize and carry out research on new and high technologies and applied technologies, transformation of scientific and technological achievements and technology popularization in the agricultural field. To be responsible for the safety supervision and administration of agricultural genetically modified organisms and the protection of new varieties of agricultural plants.
(12) Guiding the work of agricultural and rural personnel. To formulate plans for the construction of agricultural and rural personnel and organize their implementation; to guide agricultural education and the development of agricultural vocational skills; to guide the cultivation of new types of professional farmers, agricultural scientific and technological personnel and practical rural personnel.
(13) Take the lead in carrying out agricultural cooperation with foreign countries. To undertake inter-governmental agricultural foreign affairs, organize the promotion of agricultural trade and relevant international exchanges and cooperation, participate in the formulation and negotiation of foreign aid policies and agricultural trade rules, implement specific agricultural aid projects, and organize the implementation of relevant international conventions and agreements.
(14) Completing other tasks assigned by the Party Central Committee and The State Council.
