Accreditation work is closely focused on the goal of building a quality power and manufacturing power, and expanding the supply of accreditation systems. At present, China's accreditation system covers three major categories of internationally accepted certification bodies, laboratories and inspection institutions, and the development of completeness and emerging accreditation systems has ranked at the forefront of international peers. CNAS has 11 basic accreditation systems, 25 special accreditation systems and 34 sub-accreditation systems.



(A) management system certification body accreditation

1.ISO 9001 quality management system certification body accreditation

ISO9001 based quality management system (QMS) certification is widely used in manufacturing, service and other industries. In July 1993, China issued the first batch of QMS certification body accreditation certificates. At present, 109 certification bodies have been recognized, and more than 270,000 QMS certification certificates have been issued within the scope of recognition, which has played an important role in promoting the quality management level of certified organizations and actively participating in international trade and international competition. In 1998, Chinese accreditation institutions joined the QMS international recognition system as the first members.


2.TL 9000 quality management system certification body recognized

TL9000 standard is a quality management system standard for the communication industry developed by QuEST Forum in the United States. CNAS is authorized by QuEST Forum and has been recognized by TL9000 certification bodies since 2001. At present, 6 organizations have been recognized, which has promoted the quality management level of China's communication industry.


3. Engineering construction enterprise quality management system certification body recognized

Since September 1, 2010, CNAS has re-evaluated and confirmed the certification bodies with the professional scope of building construction, and those who meet the conditions continue to give corresponding accreditation qualifications. At present, 6 organizations are accredited. The accreditation system has greatly improved the ability requirements of certification bodies and certification personnel, and effectively improved the quality of quality management system certification of construction enterprises.


4. Grassroots party building quality management system certification body recognized

Officially launched in 2003, 9 organizations have been accredited. In the effective management and standardization of certification bodies grass-roots party building quality management system certification activities, to ensure the healthy development of party building certification work, has played a national recognition system guarantee role.


5. Environmental management system certification body accreditation

Officially launched in 1996, 101 institutions have been accredited. For more than a decadeThe certification is mainly concentrated in economically developed provinces, and the certification business is mainly concentrated in the three major industries of construction, electronics and metal. The system has played an important role in promoting energy saving, cost reduction, pollution emission reduction, environmental risk reduction, sustainable development of enterprises and coping with green barriers in international trade. In 2004, the system joined the international recognition system.

6. Occupational health and safety management system certification body accreditation

98 organizations were accredited. It can help enterprises effectively reduce accidents, injuries, occupational diseases and property losses, avoid costly lawsuits, reduce insurance costs, and create a good corporate culture to create conditions. At the same time, improving competitiveness in domestic and international markets is conducive to eliminating technical barriers.


7. Recognized by food safety-related management system certification bodies

Officially launched in 2002, 34 organizations have been accredited. Over the years, the system has played an important role in improving the management level of food enterprises and promoting product safety. In 2015, the system joined the international recognition system.


8. Hazard Analysis and Critical Control Point system (HACCP) certification body accreditation

HACCP certification is a certification system established by our country. Recognition in this area began in 2011 and 24 institutions have been accredited. In 2015, the CNCA signed a cooperation agreement with the Global Food Safety Initiative (GFSI). According to the agreement, food enterprises holding China's HACCP certification certificate can be exempted from the purchaser's audit or foreign certification when entering the supply chain of GFSI members, thereby reducing trade costs.


9. Good manufacturing practice certification body accreditation

In order to meet the national requirements for the quality and safety management level of dairy products and food production and operation, China has implemented Good Manufacturing practice (GMP) certification since 2009. The GMP certification and recognition was officially launched in 2011, and five institutions have been recognized, which has played an important role in standardizing the production of China's dairy production enterprises and strengthening the quality and safety self-control ability of enterprises.


10. Information security management system certification body accreditation

Officially launched in 2009, 14 certification bodies have been recognized. By establishing an information security management system, an organization can effectively control its business information, reduce information security risks, and maintain the continuity of its business operations. In 2017, the system joined the international recognition system.


11. It service management system certification body accreditation

Officially implemented in 2013, 11 certification bodies have been recognized. The establishment of information technology service management system will help organizations improve IT service quality, control IT risks and reduce service costs.


12. Energy management system certification body accreditation

In November 2012, CNAS issued and implemented the self-developed energy management system certification body accreditation standards for the first time. After several years of implementation, 29 energy management system certification bodies have been recognized, and more than 1,400 valid certification certificates have been recognized. Energy management system certification body accreditation in our country more and more governments at all levels attach great importance to, with the implementation of the "13th Five-Year Plan" energy development plan, will further promote the rapid development of energy management system certification.


(2) Product certification body accreditation

13. Mandatory product certification body accreditation

China's mandatory product certification began in the early 1990s. On May 1, 2002, China began to implement the mandatory product certification (CCC) system. In 2004, CNAS established the mandatory product certification body accreditation system, and assisted the CNAS to establish and improve the supervision mechanism of designated certification bodies. At present, a relatively mature supervision and inspection system has been formed, and a supervision and inspection team with a reasonable age structure and strong technical ability has been cultivated to ensure the smooth implementation of supervision and inspection of all CCC designated certification bodies every year, and the authority and credibility of the CCC system has been maintained.


14. Voluntary product certification body accreditation

China's product certification began in the early 1980s. Currently, among the accredited product certification bodies, there are 53 conventional product certification bodies, 1 low-carbon product certification body, 25 organic product certification bodies, and 6 forest certification bodies. At present, voluntary product certification has developed from conventional product quality and product safety certification to environmental protection, energy saving, low-carbon and other ecological product certification. In 2008, China's product certification body accreditation system joined the international recognition mutual recognition system.


15. Good Agricultural Practice certification body accreditation

Since 2007, it has been officially implemented and 18 organizations have been accredited. On June 9, 2015, the CNCA and the Global Good Agricultural Practice Organization renewed the Memorandum of Understanding on the benchmark comparison of Good Agricultural practice certification systems. The mutual recognition benefits one third of China's agricultural export enterprises. In 2014, the system joined the international recognition system.


16. Organic product certification body accreditation

Officially implemented since 2004, 23 institutions have been recognized, and the number of certificates is about 15,000. Since The State Council promulgated the "Overall Plan for the Reform of the ecological civilization System", the development of organic agriculture has received attention, and the certification of organic products has entered a good development opportunity period, and the number of approved products has continued to grow.


17. Accreditation by forest certification bodies

Since 2011, it has been officially implemented, and six institutions have been recognized. Forest certification is an effective way to promote sustainable forest management, promote market access for forest products, and accelerate the internationalization of forestry. The establishment of this system has laid a foundation for China's Forest Certification (CFCS) to be recognized by relevant international cooperation organizations. In 2014, under the precondition of obtaining recognition, China Forest Certification (CFCS) joined the mutual recognition system of the Forest Certification System Recognition Program (PEFC), helping enterprises that have passed the CFCS certification to enter the international market.


18. Service certification body accreditation

Since 2016, it has been officially implemented and 2 institutions have been recognized. With the rapid development of service industry, service certification as a new certification product has entered the international certification stage. At present, the cultivation of the service certification and recognition market is becoming mature, and the demand remains stable


19. Low-carbon product certification body accreditation

Under the general trend of the international community's joint emission reduction, certification and accreditation, as an important means and institutional arrangement to deal with climate issues and promote green and low-carbon development, has been widely used by the international community. In 2014, CNAS officially launched the recognition of low-carbon products and has now recognized 1 institution. The system is established by China itself, with the improvement of the awareness of the whole society to deal with climate change, the demand for domestic low-carbon product certification and recognition has gradually increased.


(3) Personnel certification body accreditation system

20. Personnel certification body accreditation system

A total of 40,416 quality management system auditors and 23073 environmental management system auditors registered by 2 personnel certification bodies were accredited.

In 2006, China Certification and Accreditation Association (CCAA) and Hong Kong Institute of Professional Auditors Limited (HKICA) were recognized as CNAS personnel certification bodies respectively. CNAS accreditation has become the basis for CCAA and HKICA to sign the cooperation agreement on mutual recognition of QMS auditor certification, which is of great significance to the development of both sides in the field of personnel certification and the improvement of the ability of certification personnel.


(D) Software process and capability maturity assessment institutions recognized

21. Software process and capability maturity assessment agency accreditation

The accreditation system of software process and capability maturity assessment institutions is jointly launched by CNCA and MIIT. At present, CNAS recognizes 3 assessment agencies. The recognition system plays a fundamental role in promoting the quality improvement of our software industry. Since 2013, the system has been accepted by the Ministry of Industry and Information Technology as an assessment condition for system integration qualification, and the number of evaluation certificates has gradually increased.


(5) Testing laboratory accreditation

22. Routine testing laboratory accreditation

The accreditation of routine testing laboratories is the largest and broadest system in the CNAS accreditation system, and the number has maintained a steady and rapid growth. The system involves quality supervision, inspection and quarantine, national defense, fiber inspection and other departments, the scope of recognition covers machinery, electrical, light industry, food and medicine, health, petroleum, environment, materials, new energy, informationTechnology and other industries. The system is committed to providing authoritative and reliable accreditation results for relevant departments and institutions, ensuring the accuracy and consistency of the testing results of accredited institutions, creating a platform for international integration, and helping to improve the quality of Chinese products. In 1999, the system joined the international recognition system.


23. Energy Star Laboratory accreditation

Energy STAR certification is a government program jointly run by the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE). Since 2010, CNAS have been authorized. In the past seven years, CNAS has established a set of Energy STAR laboratory accreditation system corresponding to the requirements of the United States Energy STAR policy, and has recognized more than 60 laboratories, in order to ensure that the results issued by China's testing laboratories are recognized by the United States, and help build a bridge for product exports.


24. Anti-doping testing laboratory accreditation

The testing laboratory of the Anti-Doping Center of the State General Administration of Sport obtained the recognition, which provided the ability to guarantee the smooth progress of the 2008 Beijing Olympic Games.


25. Accreditation of judicial expert bodies

Since 2006, it has been officially launched, and more than 400 institutions have been accredited. This system, with Chinese characteristics and in line with international standards, provides technical support for improving the scientificity and credibility of judicial expertise, improving and unifying China's judicial expertise management system, and promoting justice.


(6) Medical laboratory accreditation

26. Medical laboratory accreditation

Since its formal implementation in 2004, nearly 300 laboratories have been accredited, covering all provinces, autonomous regions and municipalities directly under the Central Government except Tibet Autonomous Region, which has effectively promoted the quality and capability of medical laboratories in China. The medical laboratory of the Olympic designated hospital in 2008 and the medical laboratory of the World Expo in 2010 have passed the accreditation and successfully completed the task. CNAS medical laboratory accreditation system has also been accepted and trusted in China's hospital grade review, key discipline award, clinical pharmacology base designation, and mutual recognition of Beijing-Tianjin-Hebei medical inspection institutions. In 2007, the system joined the international recognition system.


(7) Calibration laboratory accreditation

27. Routine calibration laboratory accreditation

Since its formal implementation in 1997, more than 900 laboratories have been accredited, basically covering all metrology majors in the field of calibration and China's existing main calibration technical institutions. Accredited calibration laboratories have established a relatively complete traceability system that meets international requirements, which plays an important role in cultivating China's calibration technology service market and improving the technical ability and management level of China's calibration laboratories. In 1999, China's calibration laboratory accreditation system joined the international recognition system.


28. National metrology college accreditation of quasi-laboratory

As China's national metrology Institute, the Chinese Academy of Metrology was recognized in 1999. In October of the same year, the China Institute of Metrology signed the International Mutual Recognition Agreement (CIPMMRA), joined the international mutual recognition system of metrology, and realized the international equivalence of measurement values. Since gaining laboratory accreditation and joining the CIPMMRA in 1999, CIM's calibration and measurement capabilities have developed rapidly in both quantity and quality.


29. Medical reference measurement laboratory accreditation

Since the formal implementation in 2012, 10 laboratories have been accredited, of which 6 have been approved to join the Joint Committee on Laboratory Medical Traceability (JCTLM) reference measurement service list, which can provide medical reference measurement (calibration) services for the world, indicating that China's medical reference measurement laboratory accreditation system and accredited laboratories have reached the international advanced level. This system is not only a prerequisite for Chinese laboratories to be recognized by JCTLM, but also provides a strong technical support in the work of inter-laboratory comparison, product testing, product assignment, and providing calibration services for conventional laboratories.


(8) Ability verification provider approval

30. Capability verification provider approved

Since its formal implementation in 2001, 62 institutions have been accredited, ranking first in the world, covering traditional and emerging fields such as chemistry, biology, food, electronics and electrical, information security, and judicial authentication, taking a leading position in the world. In 2015, the system joined the Asia-Pacific Mutual Recognition System.


(9) Standard material/standard sample producer approval

31. Standard material/standard sample producer approval

Since 2005, it has been officially implemented and 14 institutions have been accredited. Reference material/reference sample (RM) is one of the important ways to realize metrological traceability, and its quality is directly related to the test/calibration results. The establishment of this system has played an important role in cultivating the RM technical service market in our country and improving the technical ability and management level of our RM producers. In 2007, the system joined the Asia-Pacific Mutual Recognition System.


(10) Laboratory safety approval

32. Level of laboratory biosafety protection

The system was established in 2004 and is the first mandatory recognition system written into regulations in China. There are currently 74 accredited laboratories. Accredited biosafety laboratories have played an important role in the prevention and control of major infectious diseases such as highly pathogenic avian influenza, Middle East Respiratory Syndrome, Ebola and Zika, as well as in the biosecurity of important national events such as the Beijing Olympic Games and the Shanghai World Expo.


(11) Approval by the inspection institution

33. Inspection authority approval

The system was established in 2004 and currently 466 institutions are accredited. The accredited institutions are mainly concentrated in seven fields, such as commodity inspection, special equipment, transportation, construction engineering, information security, energy saving and environmental protection, and public services. The recognition of inspection institutions has contributed to the improvement of China's inspection and testing ability, and has played an active role in many fields, including the quality improvement of high-speed rail products, engineering construction, inspection of dangerous goods transportation conditions, and information security assessment. In 2012, the system joined the international recognition system.
