The State Administration of Radio and Television was established in accordance with the institutional reform plan of The State Council approved by the first session of the 13th National People's Congress. Its main responsibilities are to implement the Party's propaganda principles and policies, formulate and supervise the implementation of policies and measures for radio and television management, make overall plans and guide and coordinate the development of radio and television undertakings and industries, promote the reform of systems and mechanisms in the field of radio and television, supervise and review the content and quality of radio and television and online audiovisual programs, and be responsible for the import, recording and management of radio and television programs. Coordinate and promote the work in the field of radio and television going out.

(1) Implement the Party's propaganda guidelines and policies, formulate policies and measures for the management of radio and television and online audiovisual program services, strengthen the management of radio and television positions, and grasp the correct guidance of public opinion and creation.
(2) To be responsible for drafting the draft laws and regulations on the management of radio and television and online audiovisual program services, formulating departmental rules and industry standards, organizing their implementation, supervision and inspection, guiding and promoting the reform of institutional mechanisms in the field of radio and television.
(3) To be responsible for formulating policies and plans for the development of radio and television undertakings, organizing and implementing major public welfare projects and public welfare activities for public services, guiding and supervising the construction of key radio and television infrastructure, and assisting the construction and development of radio and television in poor areas, young and old.
(4) To guide, coordinate and promote industrial development in the field of radio and television, formulate development plans and industrial policies and organize their implementation.
(5) To be responsible for the business guidance and industry supervision of various types of radio and television institutions, and to manage online audio-visual program service institutions jointly with relevant departments. Implement administrative licenses established according to law, organize the investigation and punishment of major violations of laws and regulations.
(6) To guide the development of teleplay industry and the creation and production of teleplay. To supervise, administer and examine the content and quality of radio and television programs and online audiovisual programs. To guide and supervise the broadcasting of radio and television advertisements.
(7) To guide and coordinate major national publicity activities for radio and television, and to guide the implementation of evaluation of radio and television programs.
(8) Responsible for promoting the integrated development of radio and television with new media, new technologies and new business forms, and promoting the integration of the Guangdong power grid with the telecommunications network and the Internet.
(9) To organize the formulation of radio and television science and technology development plans, policies and industry technical standards, and to organize their implementation, supervision and inspection. To supervise the transmission coverage, monitoring and safe broadcast of radio and television programs, and guide and promote the construction of a national emergency broadcasting system. To guide and coordinate the safety and security of radio and television systems.
(10) To carry out international exchanges and cooperation in radio and television, coordinate and promote the work of going global in the field of radio and television, and be responsible for the import, recording and management of radio and television programs.
(11) To guide the construction of talents in radio, television and online audio-visual industries.

(1) General Office. Responsible for the daily operation of messages and telegrams, meetings, emergency duty, confidential information, archives, supervision and other organs; responsible for government affairs openness, news release, confidentiality, letters and visits, agency security, proposal handling and financial affairs of the organs; guiding the logistics service management of the organs and government affairs informatization.
(2) Department of Policies and Regulations. To study and draft major policies, laws and regulations and rules for the management of radio and television and online audiovisual program services, and undertake the legality review of normative documents. To undertake major administrative penalty hearing, administrative reconsideration, administrative response, foreign-related legal affairs, law publicity and other work. To organize and coordinate administrative examination and approval work.
(3) Publicity Department. To guide and coordinate major national publicity activities on radio and television as well as major emergency reports and emergency broadcasts. To guide the creation and production of national radio and television programs. To guide and supervise the creation, production and broadcast of national major theoretical documentary films, documentaries and TV cartoons.
(4) Drama Department. To undertake the guidance and supervision of TV series production, organize the review of domestic TV series, imported TV series and foreign co-production of TV series (including cartoons). To guide and regulate the broadcast of TV series.
(5) Department of Media Organization Management. To undertake the supervision and administration of radio and television broadcasting institutions and businesses, radio and television program production institutions, radio and television program transmission, cable TV pay channels and mobile digital television businesses. To formulate policies on evaluation of radio and television programs and organize their implementation, guide and supervise the broadcasting of radio and television advertisements.
(6) Network Audio-visual Program Management Department. To guide the development and promotion of online audiovisual program services. To supervise audiovisual programs transmitted through information networks and public carriers, review their content and quality, and undertake emergency treatment of programs. To guide the construction of the supervision system of online audiovisual programs, organize the investigation and punishment of illegal activities of online audiovisual program services.
(7) Department of Media Integration and Development. We will formulate major reform measures for radio and television, and advance reform of systems and mechanisms. We will promote the integration of the three networks in a coordinated manner, and promote the innovative and integrated development of radio and television with new media, new technologies and new business forms. To administer and issue licenses for information network broadcast audiovisual programs, and to undertake the examination and approval of radio and television video-on-demand services.
(8) Department of Science and Technology. To formulate policies, plans and industry standards for the development of radio, television and Internet audio-visual technology and organize their implementation. We will coordinate efforts to promote technological innovation in radio and television and tackle key scientific and technological projects. To supervise the technical quality of radio and television, to guide the measurement and testing of radio and television technology and the application and transformation of technical achievements.
(9) Safety transmission protection Department. We will formulate plans for radio and television transmission coverage networks and monitoring and supervision networks, and promote the construction of cable, wireless and satellite transmission coverage systems for radio and television. To be responsible for the supervision, administration and technical support of radio and television broadcast safety, to guide and supervise the transmission and coverage of radio and television programs. To guide and promote the construction of the national emergency broadcasting system, formulate radio and television related safety systems, and organize the implementation of plans for handling major emergencies. To guide the security protection of national radio and television cable and wireless transmission facilities and key units such as radio and television stations.
(10) Department of Planning and Finance. To study and formulate plans for the development of radio and television undertakings and industries and organize their implementation. To undertake the financial management of administrative units and directly affiliated units, responsible for budget and final accounts, state-owned assets management, capital construction projects, government procurement and internal audit work. To undertake statistical work for radio and television.
(XI) Department of Public Service. To guide and promote the standardization and equalization of radio and television public services and implement supervision. We will coordinate the progress of major projects such as the introduction of radio and television services to all households, the construction of radio and television infrastructure in border areas and ethnic minority areas, and the translation and production of programs in ethnic minority languages. To undertake poverty alleviation work of the General Administration.
(12) Department of International Cooperation (Hong Kong, Macao and Taiwan Office). To organize and carry out radio and television exchanges and cooperation with the outside world and with Hong Kong, Macao and Taiwan, and coordinate and promote the work of radio and television going global. To undertake the import, recording and management of radio and television programs. To supervise satellite TV reception facilities and the landing and reception of overseas satellite TV programs.
