On June 26, 1983, Deng Xiaoping During the meeting with Professor Yang Liyu of Xidong University in New Jersey, the United States, he fully elaborated on the great idea of "one country, two systems" and for the first time put forward six proposals for the peaceful reunification of Taiwan and the mainland. [2]
The core of the Taiwan question is the reunification of the motherland. Peaceful reunification has become the common language of both parties, but it is not I who eat you, and it is not you who eat me.
(2) If unification is to be achieved, there must be a proper way, so I propose holding equal talks between the two parties and implementing a third round of cooperation, without mentioning central and local negotiations. After the two sides have reached an agreement, they can officially announce it, but no foreign countries are allowed to interfere, which can only mean that China is not independent and there will be endless troubles.
Autonomy should have certain limits, provided that it does not undermine the interests of the unified State.
(4) "The Three People's Principles to unify China" is unrealistic.
(5) If there is one China, the system may be different, but only the People's Republic of China can represent China internationally.
(6) After reunification, the Taiwan Special Administrative Region may have its own independence, may practice systems different from those on the mainland, and may have certain powers exclusive to it that are not available to other provinces, municipalities or autonomous regions. Judicial independence, the power of final adjudication does not have to go to Beijing. Taiwan can keep its own military, but it cannot pose a threat to the mainland. The mainland does not send personnel to Taiwan, not only the military, but also the administrative personnel. The Party, government and military systems in Taiwan are all managed by Taiwan itself. The central government will also make room for Taiwan.
I frankly pointed out that while Beijing is attacking Taipei internationally and insisting on not giving up the possibility of the use of force against Taiwan, on the other hand it is demanding that Taiwan carry out three direct links across the Taiwan Strait, Taiwan will never make a positive response and resistance is inevitable. Beijing must show good will on both issues of force and diplomacy. While he is aware of the seriousness and complexity of the problems in Taiwan and Hong Kong, he demonstrates confidence in the CCP's ability to deal with them.
