In its Port Development Plan for 2004-2008, the Estonian Government's Department of Transport has allocated €340.6 million to invest in the infrastructure, equipment and transport network of the Port of Tallinn. This includes the construction of two new container terminal berths and the dredging of the port channel, with a view to increasing the annual container handling capacity of the Port from 120,000 TEUs to 250,000 TEUs and raising the annual cargo handling capacity to 46 million tonnes by the end of 2004.
